Previously some Local Authorities had Super Admin access to their instance of blogs. This allowed them to see users and permissions across the Authority Instance.
In the new blogs setup the Super Admin account has more power to do damage. The security advisers at Scottish Government are not willing to take the risk of accidental damage being done to the service and have restricted Super Admin access to three accounts, 2 with the contracted support and one within Scottish Government.
In the future there may be an opportunity to look for a technical solution to creating accouts that can manage users without risk.
Currently task that need Super Admin access need to be passed to the help desk.
