The Copy Posts plugin will allow other users to copy a post to their own site in the same Local Authority. This should be useful for providing  e-Portfolios templates for pupils.

After activating it you get a new metabox in the post editor.

Checking the top button  this  will produce a popup button to allow visitors to create a new post on any Glow Blog that they have (in the same local authority).
