Independent Reviews and Reform Publications

This collection brings together the major independent reviews and reform publications that have informed curriculum and education reform in Scotland since 2021.

At its centre is Scotland’s Curriculum for Excellence: Into the Future (OECD, 2021), which provided an independent review of Curriculum for Excellence and led directly to subsequent work including Putting Learners at the Centre: Towards a Future Vision for Scottish Education (Muir, 2022), All Learners in Scotland Matter: The National Discussion on Education (Campbell and Harris, 2023), and It’s Our Future: Independent Review of Qualifications and Assessment (Hayward, 2023).

The collection also includes related reviews undertaken as part of the wider programme of educational and skills reform in Scotland, covering qualifications and assessment, post-school learning, skills delivery, and community learning and development. Together, these publications provide important evidence and recommendations that continue to shape curriculum improvement and system reform. All of the publications included in this collection contributed to the analysing phase of the Curriculum Improvement Cycle and helped inform areas identified for further curriculum development and discussion.
