The organisation of the funding has been split into
6 key phases between October 2022 and September 2023.
Phase 1 – Planning
Planning for the funding started in October 2022 and includes the launch of our new portal, linked to Empowering Clusters Integrative Practice Toolkit.
Phase 2 – Implementation
The implementation phase involves the third sector who wish to be part of the phase 4 funding completing generic profiles and approximate costings of the services and supports they can offer.
In February, the profiles will be displayed on the portal for CIILs to view.
Phase 3 – Proposal
The proposal stage involves CIILs gathering the needs of their clusters in March 2023 and submitting a proposal on which providers and services they would like for their clusters next session.
Additional contact layering will be added to the proposals, using a formula driven approach to ensure equity.
Phase 4 – Qualify
Between May and June, the proposals will be qualified by VANL.
Providers who have a lot of interest across clusters may be offered to act as a universal provider for the year.
VANL will also confirm with providers which proposals they have received and check capacity to deliver.
Phase 5 – Approval
At this point, everything is still proposed.
Approval will be sought from panel to release funds and this may result in changes to budgets or proposals with CIILs. The timings of this phase will be dependant on Scottish Government, however it is hoped that as we approach the summer we will be in a position to grant approval, ready for the new school session in August.
Phase 6 – Delivery
Now, it is over to CIILS and the third sector to plan dates and logistics.
Any universal offerings will be made available with a process for referral and of course, schools and clusters can use other funding to engage third sector providers and supports, so the directory will remain open on the portal to
view.
