NEILSTON PRIMARY SCHOOL PUPIL COUNCIL – CONSTITUTION

 Neilston Primary School Pupil Council has a constitution to:

  • Provide everyone with a clear idea of our purpose.
  • Set out the rules which help the Pupil Council run effectively.
  • Provide clear guidelines for new members and people who would like to join.

 Name of organisation:

Neilston Primary School Pupil Council

Purpose:

  1. To give pupils the chance to tell teachers and staff their ideas.
  2. To represent each class in the school.
  3. To help improve learning at Neilston Primary School.

Members:

  • The Pupil Council is made up of one representative from each class from Primary 1-7 (Primary 1 pupils join later in the school year).
  • Names and photographs of representatives will be displayed on Pupil Council wall display.
  • Members will be chosen through a class election and will be responsible for attending meetings and feeding back to their class after meetings.
  • Once you have been on the pupil council for two consecutive years, you will be unable to represent your class for the next year to allow a fair opportunity for all pupils who would like to be on the council.
  • Members wear badges.

Elections:

  • Anyone who would like to be on the Pupil Council is entitled to run for the position.
  • Elections take place once a year.
  • Children wishing to be considered for the Pupil Council should present a speech to their class giving clear reasons and examples of why they are the best person for the role.
  • Classes should vote for their chosen Pupil Council representative through a secret vote.

Officers:

  • Once you have been elected as a member of the Pupil Council you will have the opportunity to apply for a specific role.

The roles are:

  • Chairperson: Responsible for running the meetings. It is their job to open and close meetings and decide who speaks and when. The chairperson must also arrange meetings and hand out a letter with the agenda to each member before the next meeting.
  • Secretary: Responsible for all of the paperwork of the Pupil Council. It is their job to record the minutes of the meeting and make sure everyone has a copy of these before the next meeting.

Leaving the Pupil Council:

  • If any member would like to leave their post then they should write a letter explaining why to the chairperson. A new election should then be held in the appropriate class to replace the member.
  • A representative may be asked to leave the Pupil Council if they break the agreed rules. Everyone has three chances.

Pupil Council Rules:

All Pupil Council members must:

  • Not refer to specific people during discussions.
  • Support and develop life and work of school.
  • Be good role models to all pupils by following school rules.
  • Be polite and respectful to everyone’s ideas.
  • Take turns to speak and put your hand up so you don’t shout out in meetings.

Meetings:

  • Meetings will take place at least once a month.
  • Meeting will last for at least 40 minutes.
  • Dates, times and place of meetings will be agreed by the Chairperson and the Teacher Supporter.
  • A letter containing details of the next meeting will be given to each member by the chairperson.
  • Decisions will be made through a ‘show of hands’ vote where majority rules.

Information from meetings will be shared on Pupil Council wall display, Pupil Council space on website and through a monthly Pupil Council newsletter.
