{"id":141,"date":"2018-12-11T14:52:49","date_gmt":"2018-12-11T14:52:49","guid":{"rendered":"https:\/\/blogs.glowscotland.org.uk\/ea\/learningoutdoorssupportteam\/?page_id=141"},"modified":"2025-04-30T10:05:02","modified_gmt":"2025-04-30T10:05:02","slug":"safe-practice","status":"publish","type":"page","link":"https:\/\/blogs.glowscotland.org.uk\/ea\/learningoutdoorssupportteam\/safe-practice\/","title":{"rendered":"Safety system explained"},"content":{"rendered":"<p><strong><u>Moderation<\/u><\/strong><\/p>\n<p>We benchmark and moderate EAC educational visits safety management system with other Scottish local authorities, through active membership of the <a href=\"https:\/\/www.sapoe.org.uk\/\" target=\"_blank\" rel=\"noopener\">Scottish Advisory Panel for Outdoor Education (SAPOE)<\/a>.\u00a0 Higher risk adventurous visits and their safety management are sample inspected by HSE\u2019s <a href=\"https:\/\/www.hse.gov.uk\/aala\/index.htm\" target=\"_blank\" rel=\"noopener\">Adventure Activities License<\/a> Inspectors triannually at the renewal of our <a href=\"https:\/\/www.aals.org.uk\/aals\/provider_detail.php?ref_no=R0103\" target=\"_blank\" rel=\"noopener\">AAL<\/a>.<\/p>\n<p><strong><u>Standard\u00a0Operating\u00a0Procedures <\/u><\/strong><\/p>\n<ol>\n<li>Staff and volunteers must <strong>primarily<\/strong> follow their employers procedures EAC Standard Circular 48: <strong>Excursions and Educational Visits.<\/strong><\/li>\n<li>This can then be <strong>supplemented<\/strong> where further guidance is necessary by Scotland&#8217;s\u00a0<a href=\"https:\/\/www.goingoutthere.co.uk\/\" target=\"_blank\" rel=\"noopener\">Scottish framework for safe practice in off site visits<\/a>.<\/li>\n<li>Further helpful guidance if participants have specific <a href=\"https:\/\/blogs.glowscotland.org.uk\/ea\/public\/learningoutdoorssupportteam\/uploads\/sites\/11891\/2020\/01\/24110606\/SUPPORTING-CHILDREN-YOUNG-PEOPLE-WITH-HEALTHCARE-NEEDS-IN-EDUCATION-APRIL-2019.pdf\" target=\"_blank\" rel=\"noopener\">healthcare and medication<\/a>\u00a0needs, or if activities have additional hazards, e.g. <a href=\"https:\/\/sportscotland.org.uk\/sport-a-z\/\" target=\"_blank\" rel=\"noopener\">sports,<\/a>\u00a0<a href=\"https:\/\/www.hse.gov.uk\/aala\/\" target=\"_blank\" rel=\"noopener\">adventure visits<\/a>,\u00a0<a href=\"https:\/\/www.farmattractions.net\/nfan-resources\/code-practice\/\" target=\"_blank\" rel=\"noopener\">farm visits<\/a>, or <a href=\"http:\/\/www.rospa.com\/rospaweb\/docs\/advice-services\/leisure-safety\/groupsafety-watermargins.pdf\" target=\"_blank\" rel=\"noopener\">open water margins<\/a>.\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Where visits are outwith the UK <a href=\"https:\/\/www.gov.uk\/foreign-travel-advice\" target=\"_blank\" rel=\"noopener\">general travel advice<\/a>, <a href=\"https:\/\/www.fitfortravel.nhs.uk\/destinations\" target=\"_blank\" rel=\"noopener\">\u00a0travel health requirements<\/a>, <a href=\"https:\/\/www.nhs.uk\/using-the-nhs\/healthcare-abroad\/healthcare-when-travelling-abroad\/\" target=\"_blank\" rel=\"noopener\">\u00a0healthcare facilities<\/a>, <a href=\"https:\/\/www.rgs.org\/in-the-field\/advice-training\/resources-for-expeditions\/\" target=\"_blank\" rel=\"noopener\">international remote expeditions,<\/a>\u00a0swimming abroad.<\/li>\n<\/ol>\n<p><strong><u>Planning, recording &amp; monitoring tool <\/u><\/strong><\/p>\n<p>The <a href=\"https:\/\/evolve.edufocus.co.uk\/evco10\/evchome_public.asp?domain=east-ayrshire-excursions.org.uk\" target=\"_blank\" rel=\"noopener\"><strong>Evolve<\/strong><\/a>\u00a0system must be used for all &#8220;off site visits&#8221;.<\/p>\n<p><strong><u>Technical advice<\/u><\/strong><\/p>\n<p>Visits\/ Adventure \/Evolve tool: <em>Willie White, Education Officer<\/em><br \/>\nHealth and Safety general: <em>David Doran, Health and Safety Manager<\/em><\/p>\n<p><strong><u>Risk assessment<\/u><\/strong><\/p>\n<p>Generic Risk Assessments, revised annually,\u00a0identify the common risks in a range of off site visits, with best practice control measures being identified from across establishments. \u00a0It is expected staff will consider, adopt and amend theses generic assessments as <a href=\"https:\/\/www.hse.gov.uk\/risk\/evaluate-the-risks.htm\" target=\"_blank\" rel=\"noopener\">appropriate<\/a> to their specific visit.\u00a0 Any further significant hazards and control measures unique to the specific visit should be recorded on the <a href=\"https:\/\/evolve.edufocus.co.uk\/evco10\/evchome_public.asp?domain=east-ayrshire-excursions.org.uk\" target=\"_blank\" rel=\"noopener\">Evolve<\/a> visit plan.<\/p>\n<p>Participants, staff or pupils\/clients, with <a href=\"https:\/\/blogs.glowscotland.org.uk\/ea\/public\/learningoutdoorssupportteam\/uploads\/sites\/11891\/2020\/01\/24110606\/SUPPORTING-CHILDREN-YOUNG-PEOPLE-WITH-HEALTHCARE-NEEDS-IN-EDUCATION-APRIL-2019.pdf\" target=\"_blank\" rel=\"noopener\">significant medical or support needs<\/a> which require additional management arrangements to ensure safety to them or others should have their own specific risk assessment.<\/p>\n<p>The very nature of activities with young people in dynamic environments requires that leaders continuously compare the reality to the plan to identify unexpected hazards and adjust the supervision and or activity as necessary.<\/p>\n<p><strong><u>Outdoor Safety Training<\/u><\/strong><\/p>\n<p><strong>Teachers and Early Childhood Practitioners <\/strong>should be sufficiently trained through their initial college\/university training and induction period to lead visits to public non hazardous settings. Where staff lack competence then mentoring, shadowing, team teaching methods can adequately address training needs. In particular for visits involving overnights or overseas destinations, an apprenticeship shadowing more experienced colleagues is desirable.<\/p>\n<p><strong>Visit Leader<\/strong> Training<strong>\u00a0<\/strong>is a nationally recognised, SAPOE certificated 6hr course covering preparation and planning for visits followed by practical skills required for leading successful visits outside the classroom. This course is available for any staff and volunteers who lead off-site visits. As new and young employees are identified by HSE as vulnerable, this is offered in EAC probationer teacher\u2019s induction year.<\/p>\n<p><strong>Educational Visit Coordinator<\/strong>\u00a0training is a\u00a0nationally recognised, SAPOE certificated 6hr course covering the management checks and procedures for offsite visits. This course \u00a0is\u00a0for staff who hold responsibility for overseeing, advising and checking that the correct procedures have been followed by the relevant people when an off-site visit is organised (normally a senior manager).<\/p>\n<p><strong>EAC EVOLVE system<\/strong> electronicaly takes users through the process of planning a visit.
