The Children and Young People&#8217;s Commissioner Scotland define &#8216;duty bearers&#8217; for us.<\/p>\n<p id=\"_4sFf1YdpEFL0V0\" dir=\"ltr\">&#8220;All adults can support children and young people to be\u00a0<a href=\"https:\/\/cypcs.org.uk\/faq\/what-are-child-human-rights-defenders\/\" rel=\"nofollow noreferrer\">human rights defenders,<\/a> \u00a0and that\u2019s something we\u2019d encourage them to do. But there are some adults \u2013\u00a0duty bearers\u00a0\u2013 who international law says have a responsibility to respect, protect and fulfil children and young people\u2019s rights. Because the State is the main duty bearer when it comes to defending human rights, these responsibilities often fall on people who are employed by it. These would include:<\/p>\n<ul id=\"_25VvAkt1stAB8k\" dir=\"ltr\">\n<li id=\"_bEScwmnQJzYdU2\" dir=\"ltr\">Scottish Ministers,<\/li>\n<li id=\"_McfYZXDc0Nn5Qa\" dir=\"ltr\">Scottish Government officials,<\/li>\n<li id=\"_JoCaIeUN9brsrS\" dir=\"ltr\">local authority staff,<\/li>\n<li id=\"_DbMN4Rr1DHIQ7M\" dir=\"ltr\">teachers,<\/li>\n<li id=\"_dBIKoymTLANsjL\" dir=\"ltr\">social workers,<\/li>\n<li id=\"_b6NID0XDeP8oTR\" dir=\"ltr\">health workers, such as doctors and nurses, and<\/li>\n<li id=\"_dfTZkTGXKFWSvI\" dir=\"ltr\">police officers.&#8221;<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Under the UNCRC, &#8216;Rights holders&#8217; are all children under the age of 18.\u00a0 All articles in the UNCRC are for universal, inherent, inalienable, unconditional and indivisible as outlined in the &#8216;ABCDE of Rights&#8217;.
