{"id":381,"date":"2026-10-12T16:05:02","date_gmt":"2026-10-12T15:05:02","guid":{"rendered":"https:\/\/blogs.glowscotland.org.uk\/dg\/parentcouncilsupport\/?page_id=381"},"modified":"2026-10-19T09:21:30","modified_gmt":"2026-10-19T08:21:30","slug":"dumfries-and-galloway-parent-council-forum-constitution","status":"publish","type":"page","link":"https:\/\/blogs.glowscotland.org.uk\/dg\/parentcouncilsupport\/?page_id=381","title":{"rendered":"Dumfries and Galloway Parent Council Forum Constitution"},"content":{"rendered":"\n<h1 class=\"wp-block-heading\">Dumfries and Galloway Parent Council Forum (DGPCF) Constitution &#8211; Who and Why<\/h1>\n\n\n\n<p><strong>Date Adopted: 23 May 2023<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Group will be called the Dumfries and Galloway Parent Council Forum (DGPCF), the Forum.<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>In this Constitution the term \u201cParent\u201d applies to parents, guardians and carers with parental rights and responsibilities, as defined in the Education (Scotland) Act 1980 as amended, of at least one pupil attending a Dumfries and Galloway local authority school.<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>The purpose of the Forum is to:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide a representative voice for Parent Councils across Dumfries and Galloway to constructively and proactively influence policy and the strategic delivery of education<\/li>\n\n\n\n<li>Provide a representative forum to support and feed into the National Parents Forum of Scotland (NPFS)<\/li>\n\n\n\n<li>Seek to find parental consensus to inform education policy at a local and national level<\/li>\n\n\n\n<li>Provide a two-way channel of communication from Parent Councils and to Parent Councils and the wider Parent Forums across Dumfries and Galloway<\/li>\n<\/ul>\n\n\n\n<p><strong>The Forum will not:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Seek to replicate the current role and responsibilities of individual Parent Councils<\/li>\n\n\n\n<li>Be Party Political<\/li>\n<\/ul>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>The roles and responsibilities of Forum members will be:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>To attend as many meetings as possible<\/li>\n\n\n\n<li>To communicate honestly, openly and effectively across the Forum<\/li>\n\n\n\n<li>To be prepared to communicate to your area and represent their views as much as possible to the Forum<\/li>\n\n\n\n<li>To maintain an understanding of current Dumfries and Galloway and National Educational policy<\/li>\n<\/ul>\n\n\n\n<p><strong>It is noted that the role and responsibilities may evolve over time.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A Chair or 2 Co-Chairs shall be appointed at the AGM. They shall be elected for a one-year term and be eligible for re-election, with the intention to alternate to ensure continuity of leadership.<\/li>\n\n\n\n<li>A Treasurer shall be appointed at the AGM. &nbsp;They shall be elected for a one-year term and be eligible for re-election.<\/li>\n<\/ul>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li>Working Practices of the Forum:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Forum will meet at least 4 times a year \u2013 with 2 meetings prior to Christmas and 2 meetings after Christmas. &nbsp;Additional meetings could be arranged as necessary.<\/li>\n\n\n\n<li>Meetings will take place online via Zoom on a day and time mutually convenient to Forum members.<\/li>\n<\/ul>\n\n\n\n<ol start=\"6\" class=\"wp-block-list\">\n<li>There will be an option for representatives to be full members of the Forum or email members if attendance at meetings was difficult.<\/li>\n<\/ol>\n\n\n\n<ol start=\"7\" class=\"wp-block-list\">\n<li>All notes of the meetings of the Forum will be circulated to Education Services Management Team and also all Parent Council Chairs across Dumfries and Galloway to ensure openness and to promote communication.<\/li>\n<\/ol>\n\n\n\n<ol start=\"8\" class=\"wp-block-list\">\n<li>The Forum will be supported by Education Services, DG Education Authority.<\/li>\n<\/ol>\n\n\n\n<p><strong>Chair<\/strong>: Greg Black<br><strong>Vice Chair<\/strong>: John Magill<\/p>\n\n\n\n<p>Greg Black is also the Primary Representative on the Education, Skills and Community Wellbeing Committee.<br>John Magill is also the Secondary Representative on the Education, Skills and Community Wellbeing Committee.<\/p>\n\n\n\n<p>Contact the Dumfries and Galloway Parent Council forum by email at <a href=\"mailto:dandgparentforum@gmail.com\">dandgparentforum@gmail.com<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dumfries and Galloway Parent Council Forum (DGPCF) Constitution &#8211; Who and Why Date Adopted: 23 May 2023 The Forum will not: It is noted that the role and responsibilities may evolve over time.
