The inspection considered the effectiveness of multi-agency support across education, social work, health, police and the third sector, and assessed how well partners work together to improve outcomes for vulnerable and care-experienced children and young people.

The inspection found strong, compassionate and relational practice across services, with children and young people generally feeling listened to, respected and involved in decisions affecting their lives. Effective multi-agency collaboration was identified as a key strength, with coordinated approaches enabling most children to receive appropriate support and remain safely within their families.

For education, the findings reinforce the importance of a trauma-informed, relationship-based approach, and the central role schools play in multi-agency planning and support. The report highlights the need for education settings to continue to prioritise pupil voice, participation and inclusion, particularly for care-experienced learners. It also emphasises the importance of robust joint planning, effective information sharing and consistent tracking of progress, with education staff contributing fully to Child’s Plans and review processes.

Overall, the inspection supports a whole-system approach in which education is a key partner in delivering early intervention, coordinated support and improved outcomes for care-experienced children and young people, in line with GIRFEC and The Promise.

Joint_inspection_children_young_people_-_Dumfries_Galloway_-_February_2026.pdf In February 2026, a joint inspection undertaken by the Care Inspectorate and partner scrutiny bodies evaluated services for children and young people in Dumfries and Galloway who are subject to Compulsory Supervision Orders and living at home.
